The First Meeting of the ICCA Members on Mandatory Certification of Architects and Engineers

On June 13, the first workshop was held with the participation of architects and engineers on the mandatory certification of architects and engineers to discuss the issue and consolidate the overall position of the ICCA. After deliberations and discussions within the working group, the Association shall submit the concerted position and the draft law to relevant authorities for consideration. Last year, Parliament approved a new Code of Georgia for Spatial Planning, Architectural, and Construction Works, which entered into force on June 3, 2019 (excluding Tbilisi City Hall and a couple of municipalities) (See Code at https://matsne.gov.ge/document/view/4276845?publication=1). The purpose of the Code is to legally regulate urban planning and space planning, architectural and construction works in the territory of Georgia. Besides, Article 140 of the Code provides for mandatory certification of the specialists involved in architectural and construction works, which will take effect from October 1, 2020. In particular, persons subject to mandatory certification are as follows: architect authorized to approve an architectural project, an engineer-constructor responsible for approving construction project and carrying out construction works, an expert on architectural and construction projects. Accordingly, the certification rules that define the certification body, as well as the certification procedure, deadline and the eligibility requirements for a person seeking a certificate, should be regulated by the relevant normative act.
